Nope, it's an ability. Like all abilities, unless it specifies the timing you can use it (during combat, as a sorcery, etc.) then you can use it anytime. Cycling at the end of your opponent's turn is useful because it means you have mana up to react in case they do something scary, but you can cycle when they don't.

Yeah, Ken needs to be more excited and less stale. Sorry to say it, but if you're making a promotional video, then that's important.
