@RisingPhoenix120 They could be talking about the total power consumption for all HAARP facilities/arrays, but even that seems a bit excessive to me. At any rate, the highest power any of the HAARP antenna arrays outputs is 3.6MW and none of them are in the microwave spectrum.

Sadly, none of the HAARP equipment works the way the guy claims. I have been there and have participated in radio projects. I'd say I'm a more credible source of what goes on there, but people can believe what they want.
