Actually no. This is NOT a climbing situation but only a situation where by a person is being lowered under control. There will be no impact force and even if there was the force will be minimised by the friction hitch or belay device so there is little force on the person holding the rope. We have found after thousands of training courses that this techniques is far safer than not having the prussic in place.
That technique worries me--. when the rope runs, the top person will be jerked to the belay device which might mind the prussik and still the climber falls.
