I'm assuming you tried to hammer on the top of the draw bar after you loosened it. If that partially dislodged the chuck but you couldn't get it all the way out, you can still remove it. What you need to do is remove the draw bar and then insert a rod that is smaller than the draw bar so that it fits into the chuck spindle thread area but does not sit on the threads. You can then hammer on the rod to push the chuck all the way out.
@adisharr That's exactly what I did and the chuck is now free. Anyway, I changed my 3MT spindle and converted it to an R8 spindle. I also purchased a set of R8 collets, R8 chuck, R8 boring head and 2" face mill to replace my DIY flycutter. Thanks for the help though... :)
@rickybh Even with r8 i seem to have a problem with the chuck getting stuck sometimes (most likely from over-tightening it I'm guessing). What I to if hitting the draw bar from the top, smack the side of the chuck with a wrench or something that won't damage it to much, that seems to knock it loose for me.

@astaschak You may try polishing the r8 spindle (inside) using a fine grit sand paper.
Smacking the side of the chuck might damage the spindle bearings.

@alderaforall I wouldn't recommend any transverse cuts using a drill chuck to hold the cutter. And that's way overspeed for a flycutter.
