I think it's two parts

One mothers aren't teaching their kids to act like a human being or they're not looking after them well enough.

Kids today have simply lost their minds! They've become used to violence and have very little sense of shame. Even if they expel these kids from the school, they still hangout outside the school to cause trouble.They're out there during school hours anyway, even in the blistering winter.

Kicking them out really doesn't solve anything. It just prepares them for their ultimate downfall in life. These kids need to be sent to some sort of boot camp as soon as they're stepping out of line. That's the only solution I see at the moment.

Exactly! If this was happening in a white school these kids would have been kicked out a long time ago. At my old high school, if they threw out all the bad apples, there really wouldn't have been many students left. The classes were already empty as it was. Imagine 3 children in French class and 20 desks in the same classroom. That's how it was. The teachers didn't even feel like teaching. It's demoralising for them too.
