The driver had no fault in this. As you can see at 1:27, there is smoke coming from the tires. He jammed on his brakes as hard as possible to avoid this. However, the cyclist didn't even look where he was going. He was one of those idiots who thought that since he was just biking, he had the right of way. By morality, and law, it was the cyclist fault.
Seriously, why the bloody hell do they even bother explaining the causes of these accidents? They're obviously a result of negligence and a screwed up traffic system.
