She didn't start out stupid. Over time the writers just decided to make her character dumber. When you have a show, and there's a character that is a bit slow, or just naive and clueless, by the end of the show, the writers just make them into retards. Like Chelsie, on That's So Raven. She started off as just goofy and quirky, but by the show's end she was just retarded.
