It's a Canon HV20, which is capable of shooting at 1080P resolution at 24 frames per second in HDV format (which uses standard Mini-DV tapes). I got mine off of Ebay about two years back for around $900 dollars, but now you can find them floating around for as little as $500 brand new. A really fantastic little camera for the price.
