Basically, Monckton is saying that efficient combustion, combined with scrubbers (which remove 99% of the sulfer dioxide (makes smog), and removes 90% of the mercury (used in vaccines) basically turns coal fired power plants into making

This is NOT where to burn to eliminate NOx...must not exceed 1500 Kelvin....

Typically, anymore than 45-50% of stoichiometric will drive temperatures above 1500 K and yield NOx...smog...not good.

He doesn't dispute that coal fires create real pollutants which are really a problem, he just rejects that this should be a reason to shut them down, because there are methods to deal with them.

He suggests to optimise the combustion such that most of the fuel is consumed and few pollutants get out, plus filters for the rest. He suggests this as a method to address real pollution from burning as opposed to CO2 which isn't. a pollutant.

No, he's saying that to stabilize population the best thing is to raise standard of living globally, which is accomplished by free use of fossil fuels. Then when population stops exponential growth and stabilizes, there will be a ceiling reached to fossil fuel consumption. Also, the other features of affluence will then kick in, like high-tech means of limiting pollution and scientific advances in terms of finding abundant energy alternates. Sounds logical to me.

I recommend everybody to watch a Lord Monckton lecture or read one of his articles - he isnt a true scientist in that sense of the word but he does understand the subject far better than most, unlike Gore. Like Monckton says "check the data for yourself".
