im not completely sure, but i think the orange whistle is a coast guard whistle....i not sure though
i have the the 4-in-1 whistle, but its black colored...when i first got it, i didnt know how to blow it so i just held it with my hand and blew......couldn't hear a thing for 30mins
my lesson...put whistle in your mouth and cover both ears with hands...then you blow...lol
On the video I could still hear all the whistles well. To further the test you should try it from a higher and a lower position and from farther away and through cover. Also you should try it when you're not both in direct line of sight.

The Orange Whistle is the NATO Survival Whistle .
Google "Nato Survival Whistle"
It is flat and does not take much space.
It is about $2 a piece. yes TWO DOLLARS.
