Actually, I would've told him, ONCE, that he was standing on a sign that was someone else's private property and that he needed to move his foot so that I may retrieve it. If he ignored me or refused, I would have then knelt down on the ground next to him and put both hands around his ankle and lifted his foot just enough for a second person to pull the sign out.
Then his foot would've ended up in his own ass!
