"Ryo" is the main character for this game back in the day of dreamcast. The game was a big failure in sales. , they put huge wad of cash into it. its one of the largest amount of money ever spend on devloping a game. Shenmue II was not what you would call a success. There's no strong incentive in having A2M bother with another game.

But it's possible considering what's been said and the fact that SEGA has been reviving old franchises lately.

This could be ploy by Sega to see fans' reaction to Ryo appearing again, and may decide to do something with the series. Personally, the Shenmue series was damn good and I'd like to get sequels of it. Screw the racing game though, don't like them. The best thing they could do is remake the games on a new engine, seeing as costs should hopefully have gone down since the original Shenmue was made.
