To own a bar is a polictical process,the minute the white bars know your moving in on there territory,thier powerful closeted white polictical friends make it difficult to get permits.
No doubt the Castro is not a perfect multi racial mecca we would like it to be, but it still beats the hell out of the mean treatment black gays get in the larger straight black community. White gays might ignore us, but black straights 'abhor' us.
Too prevalent is religious homophobia and the socially accepted violence that goes with it among blacks worldwide. Jamaica and religious Muslims and Christians in Africa often kill black gays.
Even within gay white & black enclaves there is a spirit of elitism. Owner vs renter. Richer vs poorer. Phd vs GED. Not being pessimistic, just truthful. I remember the Castro from the mid 1970 and on. I was a sometimes customer at the Pendulum bar when the customers were mostly Black and the bartenders were all White. Blacks did not own anything. When you own something you set the theme, the music and ambience and the customers will follow. I don't think Les Natali, also owner of the Badlands, likes Blacks, so he bought the Pendulum, destroyed it, and gave it the name of the old defunct "Toad's Hall."
