(a.) The referee in this scene is the ref in pretty much every "game scene" in the film. He is portrayed as a goofball and is practically comic relief.

(b.) The idea that Rob Lowe's character, after a couple of quick fighting lessons from his dad, could beat the crap out of the league's most notorious goon ... well, it's just ludicrous. Worrying about whether the officials are acting realistically is sort of a secondary concern.
