So, this is my stab-in-the-dark at how it works:

A laser target receiver takes world coordinates of the laser point, then a gps takes the world coordinates of the artillery piece. The difference between these is found. A thruster for the yaw turns the piece until it is facing the target. The pitch is calculated with a trig chip so that the turret is at a suitable angle for the shot. Firing is user commanded by selection chips for when the turret is at the correct pitch & yaw

i downloaded wiremod, but when i try to spawn anything from the wiremod pack, it just spawns a big red ERROR that is undeletable, unmovable, and uneditable.

You have to get the SVN for it now, i downloaded wiremod myself and it did the same thing. You might be able to find another version without SVN but its sure to work

Gmod is a stand alone game you can buy off of Steam. It began as a mod for Half Life 2 but the retail version of Gmod doesn't require it to run.

Nuh-uh. Gmod is a stand alone game, that's true as far as "Do you need the game that it's a mod of?". But you still need a game made by Valve for the SOURCE ENGINE, that fabulous thing that makes HL2 so fun to f*ck around with. Try Portal, it's the cheapest, and IMO the most fun.
