Use Lucky Hammer and Lucky Jewel, and make sure you get xp and get it wrong to get 0 xp, now the only possible way to do this is with save states, if anyone else knows a way to get xp rather than coincs and get it wrong every single time then I'd like to know.
um, you don't really want bowser to have the lazy shell, because it lowers attack and magic attack. Its good for Toadstool, because she is normally weak in attacking, and can with stand attacks.
on the first part when you opened items.. i saw exlixers.. are there really those in mario rpg ? O.o i haven't seen any! only max mushrooms + royal syrups

dude, there had to be some cheating involved. There's no way you could reach Monster Town with Mario at level three. And the fact the Bowser "somehow" could never be hurt until near the end of this video had to be because of cheating since the Red Essence doesn't increase your defenses by that much.
Yeah, actually there is. Level 3 is the lowest level you can beat the game at, so a lot of people try to. If you don't fight any enemies except for bosses then you won't be a high level.
Beating the entire thing at level 3 is very possible. Just be prepared for many resets. ;)
To do it, get the Lucky Jewel ASAP. Use it on every mandatory battle and avoid any and all unnecessary battles. Once you Beat Yardinovich (spelling?) buy the Lucky Hammer, as the Jewel will run out eventually. From there on, you can use luck for every single battle. All you need is a timed hit. ;)
I must also assume you know what the safety ring is. The Lazy shell works in the same way. ;)
The people who want to win the game with the lowest level that can, use mallow, because his level is not more than 3. my brother beat culex whithout lazy shell and super suit, in level 12, but he use some rock candies, ice bombs, pick me ups and 2 red essence.
Unless it is a Combo of Bowser and Mallow, this is Impossible. Mallow just doesn't have the stats and Hp to work. Also, in the end, Mallow's Level will be either 3 or 4. I forget the exacts.
I did a clean level 17 beat of Culex without Rock Candies and the like. Only three types of items: Pick Me Ups, Mid Mushrooms, and Maple Syrups. That's actualy not so hard. Smithy at level 21 the same way is hard.

You get the Lucky Jewel in Mole Village, and Lucky Hammer (just called Hammer) before (or maybe just after) you fight Yaridovich.
