Tenshi's family became by serving Nai who controlled the power of earthquakes and earth. When Nai became a god Tenshi's family came along with him and became celestials by serving him instead of going through enlightenment. Which is why they were seen as "Bad Celestials". Life was somewhat carefree and all, but not truly as one would think for the Nai family. The other celestials looked down upon them and they became outcasts. Tenshi became unhappy with this and changed her name to Tenshi.

@groudonsbest: Well if I remember right, her family was rewarded into heaven, so she wouldn't normally have the usual attitude that celestials have.
