Leona Lewis voice is really good and Rihanna´s is just good but Rihanna is a performer and she does a great job. I like them both.

I think "belt out" was a good usage, given its negative connotations. It really does sound like Leona Lewis is just another one of those singers that wants to blast vocals at extreme volume while throwing pitch and general musicality to the wind.

I've seen a million of them and I'm somewhat jaded. True vocal control involves control far beyond alternating between the states of quiet and "belting." Pitch and timbre tend to be important too.
