Bureaucracy is a global problem.

It wants to control everything, while being responsible for nothing. It dictates (corrupt) laws and defines the punishment. It is payed for by the people themselves(tax). It uses people who want to control everything, while being accountable for nothing. It is used by a group that is in the position to use bureaucracy for it's own profit and power. It encourages actions of people control. It encourages corruption by putting powerless people in control positions.
