i think maybe the dog was hurt during the struggle once the cop got him on the extended leash so he took it upon himself to end its misery BUT that was NOT his decision to make. He should have waited for local animal control to determine if the dog needed to be put down.

Its traumatizing to some. But the dog was not "hurt" Shooting an animal with a gun in the middle of a neghiboor hood, while it posed no threat is unacceptable.
