Whether to torture or not was not a mere policy difference. I cringe when ever I hear someone say that.
IF all a country's leaders have to do is get a lawyer to say it's ok then no one can be held accountable for war crimes ever.
Does anyone seriously think Saddam or Pinochet couldn't have found a lawyer saying what they did was legal under that regime's interpretation?
