Ya there is no 4 second rule for an inbounds timeout. That was an old rule that got amended and now a team has up to the 5 second mark to call a timeout. The announcers were wrong. ESPN ran a timeclock on how fast the referee made the call and he only allowed the player 4.74 seconds.

Even beyond the bad timeout, and the five second call, one thing all coaches say is to not foul in a clutch situation. The one thing worse than allowing a shot to be made is allow a shot to be put up and foul. And fouling Arizona's star player was a huge mistake, there was no doubt he was going to make the shot and then the free throw
