I don't really find this offensive, unless they had stern motives to promote racism and such, I think they are just poking a little fun at someone who first learns a language. I loved the reaction to the bad Japanese at 0:13. I also have to give a lot of credit to the Japanese VA, it must have been really hard to pull off such a believable performance as a foreigner speaking downright wretched broken Japanese. Both th e character and the voice actress are awsome!

To be fair, most people don't sound THAT bad (...most), but even in an immersive environment people will maintain very strong accents because it's very hard to overcome the differences. For instance, R and L are allophonic in Japanese, so certain R-words have a strong L flavour and certain L-words have a strong R flavour to them when pronounced by immersed Japanese.

interesting, usualy toungue twisters are easier if it is in a language that is not one's native language (mostly because if you know what it sounds like, it is easier to copy as you arent getting caught up saying similar words like it is trying to get you to say)

Not quite. Most of these clips are from the episode that introduces her (7 out of 13). She's not the main character of the series. She's a Canadian foreign exchange student in high school. She writes in kanji because, as she says so herself, "it makes her feel good".
The series itself is about the school's art club. It's primarily a comedy, though nowhere near as over the top as something like Azumanga Daioh. Overall, I'd recommend it.
Actually, she's Canadian, but she's just a side character. The series focuses on Kajiwara Sora, a quiet reserved Japanese girl. She actually resorts to writing kanji because she's extremely shy. xD
Slice of life type manga while we follow Sora and the gang around as they do completely normal but amusing art club activities... and some other stuff too.
