The WW2 Kriegsmarine and the Japanese Imperial Navy are both very good. It is a mystery though which is the best as they both rest at the bottom of the seas.

First one to go down was the Graf Spee then in Oslo the Bluecher. They got a battery round right between the captain's eyes. That's what happens when you are not invited.

The Waffen SS was created from three different organizations:

1. Leibstandarte-SS Adolf Hitler (Bodyguard)

2. SS-Verfügungstruppe (Political willingness)

3. SS Totenkopfverband (Skull Association)

1940 with about 1 million soldiers and was considered an elite force.

The Waffen SS was known that they fought without consideration and acted.

SS soldiers all had a blood group tattoo.

In some of the pictures you can see them wearing British battle dress captured after Dunkirk. The Germans gave them to the U Boat crews. If they had given them to anyone else, then they would have been in danger of shooting each other.

If Hitler had built more of them, and put off invading Russia for a year or so, then he could have had several hundreds more. Britain would have lost thousands more ships, and have been starved into some sort of surrender. He could then have destroyed Russia at his leisure. Of course, thats only one possible outcome. But it is very possible.
