It is legal because it is considered a scooter/motorcycle, since it has 3 wheels.

you people dont know what Torque is. Torque and RPM together make HP. 8400RPM cars will always have low Tq because the HP comes from the RPM.
the increased RPM allows for a larger gearing for the same road speed. (MPH)
larger gearing in the transmission multiplies the Torque that the engine makes when it goes to the wheels.
HP is made from Tq and RPM. look at both, not only Tq. 8400RPM cars will always have low Tq, but it doesn not matter, because of the larger gearing.
