EarthBound is a legitimate series made by Nintendo, and it is extremely popular in Japan. And guess what? Nintendo is a Japanese developer, and they are going to include a legitimate and popular franchise in Smash Brothers.

No, there is no Wii EarhtBound because the EarthBound franchise is over. EarthBound 2 (Mother 3 in Japan) came out on the GameBoy Advance, and the creator says that he is finished with the series and doesn't want to cheapen it.

Don't expect everything should've been in HD around that time. Earthbound is also one of the most requested games for the Virtual Console.
