no they dont/ licence fee is strictly for british television and radio. its the same region why the bbc is very protective of its uk channels leaking outside the uk wether satellite or the internet
The BBC World Service is funded by the British taxpayer via the Foreign Office (originally intended as 'counter propaganda'). The Licence Fee is for British viewers only. Foreign BBC English language TV (BBC World News, BBC America etc..) is funded by advertising.
BBC Arabic is part of the World Service so I assume it's taxpayer funded.
Point being, there are three funding sources for the BBC brand. Judging by lots of online comments I think most UK licence-fee payers don't know that.
regardless of location, platform or language, bbc is always the best =)
