It's like the "watchtower" principal. Picture a prison with a watchtower that contains armed guards keeping an eye on your every move. And if you try to escape, you'll be shot. They can easily see you but in no way shape or form can you detect their presence. As far as you know, there's ALWAYS someone in the tower keeping watch. And as long as that belief is there, you can effectively get the same results without anyone ever actually being in the tower. Nice little set up huh? Sound familiar??
