It's a shiai practice between two high school before a tournament. The official shiai being 2 days after. The shinpan wear jackets because it was cold and because they also practice they want to keep warm.
this is a practice? looks more like a shiai. Then again, there are a lot of people in Japan who do kendo, and also the shimpan doesnt wear jackets like that.
Every shiai should be an ippon shoubu, I think :)
