Car 67" is a pop song by Driver 67 that appeared in the UK Single Chart in December 1978. It was written by Paul Phillips and Pete Zorn and was sung by Paul Phillips. The song is a ballad revolving around a Taxicab driver who had split up with his girlfriend the previous day and how he was balking at doing a particular pick-up (who unbeknownst to the controller was the woman in question).
The song is arranged as the taxi driver singing the lyrics, interspersed with the voice of the taxi controller. The taxi controller had a distinctive West Midlands accent.
I remember this when I was little .I loved it but couldn't stand the blokes accent .Then I ended up falling for a bloke with same accent and now I love it.
Yes, I remember this from schooldays and seeing the two men singing it on Top of the Pops. An unusual performance as it's basically a talking song with a slow beat that's not easy for the audience to dance to.
these types of tracks will never go down in the halls of fame but this is whats missing in today's charts, one off novelties that really made music diverse, interesting and accessable to all ages, rather than 12-18 year olds.

I read your comment re-chart position & thought "I'm sure it did better than that" so checked in the Guinness book of British hit singles & albums & it peaked at number 7 & first hit the chart on 23rd December 78 & was in the charts for 12 weeks (so it was a hit in 79).
I recognise the drive through Derby, starting at the top of Sinfin Lane. Looks like a very rainy day when you made the video. I grew up in the city, but now in Matlock.
