Studying English in the Maritime provinces, yeah that makes sense considering they have the largest population of Francophone Canadians, and what English they do speak has a heavy Scottish or Irish sounding accent to it.

i really don't know anybody in germany who speak german correctly to 100%. So your not dumb ,german language is simply much more complicated and more difficult to learn than english.
by the way, it's not so easy for everyone to learn how to speak a foreign language without sounding like a native speaker. it's a widely known fact that it takes a lot of time and speaking practice for learners to get rid of their accent and moreover not each of them make an effort to sound as if they were natives just trying to reatin their accent when speaking a foreign language.
Some can't get rid of their native accent, specially in their adulthood. Even with practice it is utterly hard to obtain the target language native-like sound. It is possible though, just requires a lot, sometimes more just an effort and practice.
