When you have akimbo USP's, the knife animation is faster than the tac knife, even though it takes longer to recover than the tac knife animation.

I know you were using knife to keep 100 percent off the radar but just try to use a sub machine gun to get a moab makes it so easy to kill them as they come in groups. Also why did you chose scavenger as you first unlock perk? You didn't use a gun and if you did you can get 8 kills with the given ammo. (also if you have silencer, assassin pro and blind eye you will never be on the radar.)

@ryan8121 Its simple. Tactical knife attachment counts as a kill for the weapon. So he picks up a USP Tac Knife and uses the knife. He has explained this multiple times in MW2 and MW3 :)

For my Specialist setup I have Hardline as a starting perk as it works on this Strike Package too for getting them a kill early (then whatever works for you), then usually Assassin and Blind Eye - get hidden from all their air support ASAP!
