It does not not always mean it needs to incorporate technical skills. Hip-hop genreally, tends to be more grounded and works with a more "masculine" feel. Please remember that there are many people who will disagree with other's opinions, which truly is the beauty of dance. People often tend to categorize dance into certain stereotypical terms. Dance as a whole is based on interpretation, and we better ourselves each day by trying all different styles.

Sometimes it's difficult to differentiate between Street Jazz and Hip-Hop. Street Jazz is pulled from a form of Hip-Hop which includes more of a "Jazzy" style with clean lines and an upright jazzy feel.
