The state want to make them ALL ILLEGAL because KIDS are getting burned. It seems that parents just dont watch their kids and when something happens a "soccor mom" political group forms want whatever illegal (IE fireworks, skateboard, rollerblade, etc), because they dont READ instructions like "DO NOT HOLD FIREWORKS IN HAND..." or "Helmet should be worn at all times..." Videos like this are often used to bolster the claims (just like when they snipe about TV).
