The Taliban is a movement limited purely to Afghanistan and Pakistan. It seeks to turn Afghanistan into an 'Islamic' state. Al Quida's goals are much more global, but Afghanistan is purely a nationalist movement, this is why saying 'Taliban in Libya' is rather stupid... Al Qida on the other hand wants to achieve the classic world domination. But with Islam.

I suggest that you actually read the Brookings Institution story to which you refer, it actually gives three scenarios vis-a-vis "former Islamists" (not Taliban) among the rebels. "The experiences of the LIFG (Libyan Islamist Fighting Group) leaders in armed conflicts in Afghanistan, Libya, and Algeria have forced them to mature politically, recalculate strategically, moderate behaviorally, modify their ideological beliefs", It compares them to the ANC in South Africa.

Neither movement has any interest in Libya (especially Taliban, which is afghan-only), and indeed, the revolutions in Libya and Egypt are counterproductive to Al Queda's message. Al Queda claims that the US is evil because it supported dictators like Gaddaffi in opressing Muslims and the only way to get rid of that is by violence. Libya has shown people that the west does want to get rid of the dictators as much as the people do, and Egypt has shown that violence is not needed.

The only person on the planet that thinks that the Taliban will be "part of the government" in Libya is Herman Cain. The United States government has strong historical ties to the Taliban too, millions in funding for the former Taliban government in Afghanistan and that includes even in George W. Bush's first year, right up to 9/11. That doesn't mean that there were Taliban in the US Government. It's a weak position to be grasping at straws for a candidate's gaffes and calling it vindication.
