safety stirrups are appropriate in short stirrup and pony classes but are not appropriate for older riders- a good rule of thumb is that if you can wear jodphurs and paddock boots, peacock irons are fine; tall boots should have a regular fillis iron.
@3dayeventer101 you do not need boots. If you read the rules for hunt seat equitation on usef's website (if you are an american rider) it says any type of boots or conservative wraps are permitted, but not required. Good luck!
