Im a shelter volunteer and work in law enforcement and based upon the video this is animal cruelty straight forward. The dog's condition is appalling with the matting, the head being turned in an abnormal fashion, the dirty water. The owner "Bob" should be arrested for animal cruelty. He has 3 brothers that are lawyers? Yeah, heard that one 100 times, dont care. I agree with the other commenter by going to pay Bob a visit and make his life hell. Keep showing these poor excuses for dog owners!

I am so thankful that we have the wonderful RSPCA over here in the UK who have the power to step in and intervene in cases such as this. Had that been here, they would have immediately taken the dogs and thrown the book at this guy. So sad to see such beautiful animals suffering so horrifically
Cops don't take cruelty to animals seriously, unless it puts them in the spotlight! There ISN'T any law that will stop me from removing a animal neglected by some scumbag owner like that. Video and Camera Evidence will show proof of the neglect and reason for removal. If law enforcement don't help well then take the law into your hands and REMOVE it on your own. FORCE THEIR HAND!! Then sue the owner after you have him charged with your evidence to show proof why you removed the animal.

Robert Stephey, owner of the dogs, WAS CHARGED AND FOUND GUILTY IN THE PAST (2001 and 2006) for not having his dog(s) licensed, no rabies vaccines AND for the way he confined one or more dogs on the property. Stephey absolutely had an obligation to get the now dead dog veterinary care - PER THE LAW.
The Cambria County Humane Society has the authority to bring animal cruelty charges against Robert Stephey of Case Avenue. They must investigate the facts of this case, and then present that evidence to the district attorney in that jurisdiction for prosecution. The police surely are not going to do it!

This is, indeed, a sad case if the dogs were being abused. I'm an animal lover, and cannot stand to see one being mistreated, however I likewise cannot stand to see an individual grandstanding in order to get attention. Just to clarify, the news has kinda made it sound like there was a home on the property. These dogs were located in the middle of the woods, this guy lived miles away, the dogs were just left there on this vacant piece of property. Again things the news doesnt share with the viewers.
I love dogs, i miss my malamute that got old crippled and got to the point he could not walk and had to put him down due to cancer tumor. Just because these dogs were in a big fenced in area, with lots of water, food and not groomed does not make this guy a bad guy. Maybe the guy sent the other dogs to Korea where they will be made into a meal.

I am under the impression that the dogs are older, therefore there whole life they have been taken care of. With Doogie, the humane society (maybe a different one) did nothing - which she told judge - who told her to call the police - the police could have called them as well and didn't so they likely knew nothing was gonna happen

Did some checking - West Hills Police spend a majority of their shift at the Eatn-Park Restaurant - where they get 50% off their bills. Their are usually two marked cars at the Eatn-Park for over an hour each day. They spend a lot of time at Sheetz store where free coffee and donuts is enjoyed.
However, they have no time to spend on an animal abuse complaint. It appears the West Hills Police are not a busy dept. only employ seven officers, none of which deem animal abuse as a crime.

The Humane Co-ordinator I talked to yesterday said that, even if they are a small, overworked staff, any urgent report could be given to the police, that they are supposed to investigate, the same way the Humane Society would if they got the call. He would not even make a call for the rescuer to get immediate help out for the dogs, but he called the "owner" to tell him that rescuers were looking into the condition of his dogs! He tipped the animal abuser off into HIDING the evidence of animal cruelty!

There was another case in Pennsylvania recently where a kennel owner (Amish Zimmerman Brothers) shot and killed 70 of his dogs when they were told by inspectors that 39 of his dogs needed to be treated by a vet for flea and fly bites.
Rather than treat the old, used up breading stock at a vet, these puppy mill breeders shot and killed them. It is legal to shoot one's dog in PA.

The only way you are going to help a neglected dog, is to rescue them yourself, tell nobody and let the dogs disappear! It is the only way, they do not help animals. ARA are needed to help them! Plice is absolutely useless in those situations.
Contact the local news for that area...Contact all media...This is so sad...And he thinks what he is doing is perfectly ok...I pick up dogs from the shelter to foster, I also rescue..I'll never forget picking up an emaciated puppy, the "owner" turned her in like that..And nothing was done...Thank you Tammy for standing up to scum like that...

Im a shelter volunteer and work in law enforcement and based upon the video this is animal cruelty straight forward. The dog's condition is appalling with the matting, the head being turned in an abnormal fashion, the dirty water. The owner "Bob" should be arrested for animal cruelty. He has 3 brothers that are lawyers? Yeah, heard that one 100 times, dont care. I agree with the other commenter by going to pay Bob a visit and make his life hell. Video and Camera Evidence will show proof of the neglect and reason for removal. If law enforcement don't help well then take the law into your hands and REMOVE it on your own. FORCE THEIR HAND!! Robert Stephey, owner of the dogs, WAS CHARGED AND FOUND GUILTY IN THE PAST (2001 and 2006) for not having his dog(s) licensed, no rabies vaccines AND for the way he confined one or more dogs on the property. Stephey absolutely had an obligation to get the now dead dog veterinary care - PER THE LAW.

The Cambria County Humane Society has the authority to bring animal cruelty charges against Robert Stephey of Case Avenue. They must investigate the facts of this case, and then present that evidence to the district attorney in that jurisdiction for prosecution. The police surely are not going to do it!

This is, indeed, a sad case if the dogs were being abused. I say "if" because I'm not sure that all the facts are in, and also because Ms. Grimes or Thayne or whatever has a tendency to jump to conclusions in her rescue efforts. I'm an animal lover, and cannot stand to see one being mistreated, however I likewise cannot stand to see an individual grandstanding in order to get attention. In other words, I think Tammy is a wee bit too fond of being in the spotlight. (Dogs deserve better!)

Just to clarify, the news has kinda made it sound like there was a home on the property. These dogs were located in the middle of the woods, this guy lived miles away, the dogs were just left there on this vacant piece of property. Again things the news doesnt share with the viewers.

I love dogs, i miss my malamute that got old crippled and got to the point he could not walk and had to put him down due to cancer tumor. Just because these dogs were in a big fenced in area, with lots of water, food and not groomed does not make this guy a bad guy. Maybe the guy sent the other dogs to Korea where they will be made into a meal.

With Doogie, the humane society (maybe a different one) did nothing - which she told judge - who told her to call the police - the police could have called them as well and didn't so they likely knew nothing was gonna happen

Absolutely appalling the police not only sat on their fat salaries and did nothing but perverted the course of justice by alerting the owner of an impending complaint.
Can we have some emails addresses to complain to? People in the Uk will be unlikely to phone the states.

Did some checking - West Hills Police spend a majority of their shift at the Eatn-Park Restaurant - where they get 50% off their bills. Their are usually two marked cars at the Eatn-Park for over an hour each day. They spend a lot of time at Sheetz store where free coffee and donuts is enjoyed.
However, they have no time to spend on an animal abuse complaint. It appears the West Hills Police are not a busy dept. only employ seven officers, none of which deem animal abuse as a crime.

CambriaLEO, I did some checking too, and the Cambria County does have a Humane Law Officer who is charged with the duty of investigating cruelty and enforcing the provisions of Title 18-Section 5511 of the Pennsylvania Anti-Cruelty Law: (c)(1) Cruelty to animals.

Yes, CDLver! The Humane Co-ordinator I talked to yesterday said that, even if they are a small, overworked staff, any urgent report could be given to the police, that they are supposed to investigate, the same way the Humane Society would if they got the call. In this case, this fat-ass, full of donuts cop only wanted to get out of there to be able to tell his buddy the abuser to hide his dogs! He was WRONG!!! And we will not let this pass!

Animals are NO different from infants and children. We have domesticated dogs, and therefore are responsible for their lives. This complete jerkoff who abused these dogs is a thug, and obviously hates himself and the world around him.
I say we send him to prison to experience the pain and suffering of these dogs. I hear they don't take too kindly to abusers in prison...

Hania, call the West Hills Police Department and let them know that this story has crossed over the ocean to the good people of England!
This cop's behavior and failure to take any action has caused these dogs great suffering. He would not even make a call for the rescuer to get immediate help out for the dogs, but he called the "owner" to tell him that rescuers were looking into the condition of his dogs! He tipped the animal abuser off into HIDING the evidence of animal cruelty!

"A Pennsylvania Superior Court overturned a woman's conviction for conspiracy to commit cruelty to animals for shooting and killing her 6 year old pit bull/chow mix dog. She gave her boyfriend a handgun and he shot the dog in the head because she said, it bit her child. She was found not guilty because an animal owner can lawfully kill a dog or cat if its done humanely. The law does not specify or define what is a humane way to kill your pet."

There was another case in Pennsylvania recently where a kennel owner (Amish Zimmerman Brothers) shot and killed 70 of his dogs when they were told by inspectors that 39 of his dogs needed to be treated by a vet for flea and fly bites.
Rather than treat the old, used up breading stock at a vet, these puppy mill breeders shot and killed them. It is legal to shoot one's dog in PA.
PA lawmakers, get off your asses and address this abomination in your state!

This is atrocious - Is it the West Hills Police Dept. Johnstown, Pennsylvania? The SOB officer did not even deem your complaint worthy enough to get off his ass and climb out of his car to speak with you. Even though the poor dog is being abused for years probably. Lets look into the police dept. a little further on this one folks. Is West Hills that busy of a dept. they cant get out of the car to investigate a normal citizen complaint?

We as tax payers, pay his wages and he was too lazy to even get out of his car , to take a few humane notes about these poor neglected dogs!
If you know "somebody" you can get away with murder because that is exactly what happened right before your eyes. Remove the evidence, therefore, no case ?
WE must demand accountability from our local agencies right now.

I am no longer a resident of Johnstown & this is just against the LAW! Where is PETA? OH my... Johnstown will be making some news now... The officers are "CROOKED" and need not to be working for the city if they can do this... who is to say what else they are doing? It is apparent that the dog was CLEARLY not being cared for at all! I mean look at his coat, he walks like there is something wrong with him and he is in need of medical care. A pet is like a child, they didn't ask to be here.

I want to know if he killed the dog or where is the other dog. The animal control should ask where the body of the sick dog is and see if there was a bullet wound to it's head. Then they can charge him with more animal cruelty charges. If you go to most of the Johnstown newspapers, they are not even reporting about this. The guy said 3 of his brothers were lawyers. Sounds like they have a little corruption going on up there in those hills.

That is one of the most disgusting videos I have ever seen. It is made worse by the fact that the authorities KNEW AND DID FUCKIN NOTHING. Everyone involved with failing to help those dogs need prosecuting. This story is going to my facebook as well. RIP You poor little dog.

This video is heartwrenching. That sweet dog deserved to get the help he needed and the dog owner deserves to be punished and treated like the criminal he is. There is never an excuse for officials to ignore the law like this. I hope this story gets a lot of attention. All of us must be a voice for the voiceless. The only way you are going to help a neglected dog, is to rescue them yourself, tell nobody and let the dogs disappear! It is the only way, they do not help animals. ARA are needed to help them! Plice is absolutely useless in those situations.

Contact the local news for that area...Contact all media...This is so sad...And he thinks what he is doing is perfectly ok...I pick up dogs from the shelter to foster, I also rescue..I'll never forget picking up an emaciated puppy, the "owner" turned her in like that..And nothing was done...Thank you Tammy for standing up to scum like that...
