Jeff Waters is pretty underrated as well as Annihilator. Metal made from the nineties to today would be pretty different without them, yet many people don't even know them.

I have to agree with everyone saying they're so terribly underrated. Waters is one of the most original guitarists and composers ever. He's should be mentioned in one breath with Satriani, Mustaine, Knopfler..... There is a bunch of underrated guitarists and he's among them, withc Schuldiner, LaRouque and a couple of others.
