Is it true that the Rhyno will only spawn at Area 69 when u get acess to LV? And that the Hydra will only spawn at the area 69 and the plane carrier in San Fierro after the Vertical bird mission?

Yes, both are true (Rhino and Hydra)... however the Hydra will spawn in the air from the very beginning of the game with a 4-Star Wanted Level, but I've never heard of anyone being able to obtain that way.
