You can't blame Turbine for the fact that non-U.S. servers have more in-game support. The reason for this is that they're allowed to use volunteer positions to supply in-game support. A court case in the U.S., initiated by some volunteers supporting an MMO, resulted in volunteers being excluded from providing support for most if not all MMO producers.  Turbine U.S. would love to do what is being done here, but can't afford the infrastructure.
