There is a chance the Lexus/Toyota uses the 4.3 liter V8 in that country... it wouldnt be the first car they did that with... for example, some countries can get camrys with 2.0 liter diesel, and some countries can get the Corolla with the 3.5l V6.

I Agree! LS430 (UCF30) is the 3rd generation LS, but this is LS460 (USF40) which is the 4th generation LS.

I "think" he mentioned that this car is equipped with a TRAC system, which when the system sense that the drive wheels are skidding or drifting the TRAC system regulates the throttle and brake so you can sustain traction. (not those words exactly)
