To get Gilgamesh and Prishe, you need to beat the 012 campaign, and the prologue of 013, and then finish the 8th Report of the Reports section. If by "other stuff" you mean Shantotto and Gabranth, I don't know, since I carried them over from the original Dissidia.

Voice actor casting is also based on recent remakes. Garland's Ex Burst is actually a tribute to the Soul of Chaos shrines in the Dawn of Souls remake for the GBA.

@Kayarine To unlock Feral Chaos, all you need to do is finish Main Scenario 000. To unlock it, you have to finish the 012 and 013 Stories and buy it from the PP Catalog. If you import your first Dissidia's save file, and you defeated Chaos on that file, you don't need to finish 013 in Dissidia 012 Duodecim. Main Scenario 000 is Dissidia 012's version of Inward Chaos, I believe.
