I think it has something to do with editing the script bipeds of the NPC, which you change ingame by allowing cheats. The only problem is, you first must get the ID number of the biped you want and then switch it with a certain other biped. You can also do the same by changing what guns they may carry aswell. (For example, most of the time Price's signature weapon is the M4 SOPMOD, so you must change the weapon ID to make him carry something else like say, a M21 supressed).

a lot of the maps are from the campaign - and changing the characters is just changing the skins that do the motions (instead of the captain price skin they replace it with the SAS guy one) - at least i think that is how it works
