Oh... In my country in early 90s was aired American "Sesame Street" with this ident and it was my childhood nightmare. I was afraid that "p-head" come to me through the window of my room...
In my China in the Modern Age class we watched a PBS documentary on the development of China circa WWII I believe. It was one of those shows that had a brief break During that break there was another version of this ident - same as this, no sound. Freeze-frame at the end w/ voice-over that said either "This is PBS, the Public Broadcasting Service" or just "This is the Public Broadcasting Service"
Seen from 1989-1993 episodes and programs from PBS. It continued to be seen even after the logo was changed in 1993, to about 1998. PBS Kids's shows had this logo a little longer than the "other" programs did in 1993, and until THOSE programs had the P-Pals ident October of 1993....
