I've been to China a couple of times and it was alot easier crossing busy intersections....literally playing a game of frogger going from one lane to the next and waiting inbetween lanes for openings in traffic. Something I would never try back in the states.
Instead of building a much needed public transportation system (subways, trains, buses) or providing a more pragmatic infrastructure for its citizens, the government pockets the money. What you see is the by-product of a corrupt system in play. It is literally an accident waiting to happen.
That was my first thought when I visited in 1999. I paid someone US$1 to get me across a major street in Saigon during my first walk around the city.
The trick is just to start walking across, and keep a steady pace the entire time. Everyone *will* swerve around you. You MUST keep a steady pace and not stop or doing anything else that alters your pace, as the drivers are planning their way around you. Nerves of steel, indeed!

Not to dispute your statements about the government at all, but I will say, in 24 days all around Vietnam, I never saw a single traffic accident.
I'm sure accidents do happen, but they seem pretty infrequent.
I see one or two accidents every week during my mere six mile daily drive to work in Phoenix, AZ.
