In order to Cut I think any of the elder dragon's tail, you need his health to be under 70%, so you can cut it only when his got 30% health left.

err sometimes you get quests that dont normaly come up like other quests.

but if you do all the quests in that HR you should unlock it.

or you could also try and download it.
