Yes, if someone killed my family, I would track them down, but I would at least start looking for them in their own street (most of the alleged 9/11 terrorists were Saudi nationals, not Afghans), and I would specifically search for the murderer to bring him to justice, rather than burning down his whole apartment block in the hope that he's inside
