The Light that you see flashing above the warning flashers is aimed at the crew, so that they know the flashers are working before they cross the road. these only flash down the track. On the otherside it is working as well.
It's kind of funny that this is about the only crossing on the mainline on the west side of town without overhead lights. Liberty Drive, Curry Pike, Endwright Road, and Kirby Road do, but not Third Street. Weird.

i live in bloomington and this crossing is very busy
trains crossing all hours of the day
a few years ago they closed the local switch-yard and the trains are forced to use the rails to move cargo back and forth
ive lived here for years and years and haven't ever read or heard about an accident

It looks like a 4" gate light. It lets the engineer know the signals are working.
