Actually the constitution makes the VP the PRESIDENT of the SENATE (article 1, Section 3, Clause 4)... the powers of the President of the Senate are limited to breaking ties and choosing the President Pro Temp. The VP has no vote but they do get to lead the agenda, much like the Speaker does in the House. It isn't a "mind-boggling" interpretation... Palin's explanation may be a little optimistic, but it is Constitutionally correct. Maybe Maddow should read the Constitution.

Actually the constitution makes the VP the PRESIDENT of the SENATE (article 1, Section 3, Clause 4)... the powers of the President of the Senate are limited to breaking ties and choosing the President Pro Temp. The VP has no vote but they do get to lead the agenda, much like the Speaker does in the House. It isn't a "mind-boggling" interpretation... Palin's explanation may be a little optimistic, but it is Constitutionally correct. Maybe Maddow should read the Constitution.

The Vice President is not allowed to address the Senate, except for a formal address (if so desired) every four years. The only power the Vice President has, as you alluded to, is the ability to break a tie. He/she cannot influence members in the Senate, or have any input in regards to legislation or policy debate. As such, the title of 'President of the Senate' is a formality, and typically, the most senior member of the Senate sits in as 'President.' So, VPs are not in charge of the Senate.

In functional terms, that role is meaningless as far as the debate we watch here in this clip.
Yes, the VP does, in a sense, technically preside over the Senate. However, that is in utterly ceremonial terms. In the context of what the debates MEANS, it is nonsense. The biggest influence the VP has is the ability to cast a tie-breaking vote (meaning they then act like every other Senator). Judging by Palin's demeanor, she clearly did not mean "preside" in the technical terms herein described.
