Done correctly there are no blocks in Shotokan every thing is done as a strike. It's up to the instructor to make sure that is done that way or else it does become a waisted movement. Even kneeling to tie your belt is not a waisted movement.
That's a huge problem I've noticed with modern karate. All the kumite is geared around tournament sparring. There are blocks and defensive techniques in the Kata against street-fighting, but nobody bothers to even teach it anymore. As consequence, Karate becomes more introverted, watered down and as useful as ballet in a real fight.
